Scope¶
Takeoff section taxonomy (Labor, Equipment, Piping, Ductwork, Insulation, T&B, Controls, plus any admin additions) moves from a hardcoded list to an admin-editable DB lookup, with per-project add/remove on top of the global set. (Source: PIN-248.)
Acceptance criteria¶
- Admin CRUD page under Settings → Takeoff Sections (add / edit / delete) manages the global section list
- Seeded with the existing 7 defaults (Labor, Equipment, Piping, Ductwork, Insulation, T&B, Controls)
- Per-project "Add Section" / "Remove" on the Takeoff tab adjusts only that project's takeoff, not the global lookup
- Takeoff tab loads its section list from the API instead of a hardcoded array
- Editing the global lookup requires admin permission; adjusting a project's own sections uses the standard takeoff-edit permission

Notes¶
no dev row; ROW64 is DXF Layer Classification, a different admin surface. Linear (PIN-248) shows this Done with matching acceptance criteria — flagging for review since spec status is still deferred/backlog; likely a status-bump candidate.
