Scope¶
Award tab: converts the estimate's selected vendor bids into a locked award snapshot tagged by cost code, which drives PO issuance and the project budget transfer. Vendor selection feeding the award comes from a side-by-side quote-compare view; an exec-gated Reopen Bid path can revert a locked award. (Source: PIN-197, PIN-203.)
Acceptance criteria¶
- Award button on the Estimate toolbar opens a summary modal (vendors / equipment / labor / contract / budget) before locking
- Warns if any scope line is missing a vendor selection or has zero budget
- On confirm: snapshots each line's selected BUY value into the Award tab, tagged by CSI cost code (carried directly from the estimate line, no separate mapping)
- Estimate becomes read-only with a "Locked — Award snapshot taken {date} by {user}" banner
- Vendor selection: ctrl+click 2+ vendor cells on a scope line opens a side-by-side compare (pricing, inclusions/exclusions, lead time, warranty, bond capacity); "Select Vendor" sets the BID
- Floating action bar appears once 2+ vendors are selected, with Compare / Clear
- Reopen Bid (exec-only): required reason code + note, reverts bid to In Progress, unlocks the Estimate, keeps the prior snapshot as history
- If POs were issued against the award, Reopen lists them with Cancel / Transfer / Keep options
