Status check: deferred, but shipped work exists

This surface is marked deferred, yet Linear shows PIN-78 as Done. Confirm whether it actually shipped (move the status off deferred) or only the remaining scope is deferred. Flagged for reconciliation.

Priority: Low

Scope

Collapse the app's ~42 nav surfaces down to a canonical ~24, and make module visibility dynamic and role-scoped so unfinished modules can be hidden from navigation until ready. Locks one canonical desktop + mobile nav tree, reconciles duplicate labels/destinations, and redirects old routes to the consolidated ones. (Source: PIN-974, PIN-78.)

Acceptance criteria

  • Canonical desktop and mobile navigation trees are explicitly defined and locked
  • Duplicate labels and overlapping destinations are reconciled to one entry point per product area
  • Consolidated shell renamed/regrouped per the approved redesign (e.g. Vendors → "Outreach & RFP")
  • Modules not yet ready are hidden from navigation entirely, not just disabled
  • Nav is role-scoped: Estimators see Bids, PMs see Projects + Field, Execs see everything
  • Old routes redirect to their consolidated destination
  • Docs, diagrams, and app-map naming stay consistent with the new nav tree

Conor's comments

Need clarifcation on what this is. Would like date to finalize the cara workspace design by.

Notes

Separable from workspace core; "cut down on panels" mandate
