Scope¶
AIA G702/G703 billing lives on Project > Billing: the PM generates the initial Schedule of Values via a conversational Kara AI flow from the project budget + type, iterates on structure (e.g. break out by floor or trade), then runs it through an 8-state billing cycle (PM → Admin/AR review → GC submission → payment) before it locks. (Source: PIN-138, PIN-302, PIN-844.)
Acceptance criteria¶
- SOV generation lives on Project > Billing, not the bid/estimate; the PM (not the estimator) generates the initial draft
- "Generate SOV" opens a Kara chat that drafts the SOV from budget cost codes + project type
- PM iterates with Kara in chat ("break this out per floor", "split fabrication and install") to regenerate affected sections
- 8-state billing cycle: None → AR Requested → PM In Progress → Submitted to AR → AR Reviewing → Finalized → Submitted to GC → Payment Received
- Role-aware action bar (PM/Finance/Exec drive early states; Admin/AR drive the rest); inline % complete + stored materials editing with auto-save
- Configurable retainage % carried through the G703 table
- Full 9-column G703 table (Description / Cost Code / Scheduled Value / % Complete / Work Completed / Stored Materials / Retainage / Balance) once approved; AIA G702/G703 PDF export from any approved state
- Locks after owner/client acceptance — append-only after lock

This needs to be properly built to AIA templates and have abiltity to edit, modify and allow Cara AI to build templates. This pushes to billing.
