The spec; external data feeds + legal review (legal-status gating removed per R-15)
Scope¶
Executive Bid Targeting surface (stub today) combining a 4-factor opportunity-scoring model with a bid-analytics dashboard: ranks opportunities using win-rate/margin/relationship/schedule signals, and surfaces win-rate, pipeline, and GC-performance charts. Design merges the Targeting and Marketing tabs into one screen (~23 designed items). (Source: PIN-14; folds PIN-325, canceled 2026-08-26.)
Acceptance criteria¶
- KPI cards: active bids, pipeline value, win rate, avg bid value
- Monthly bid volume chart and win-rate trend over time
- GC performance table: bids sent, won, win rate per GC
- Status breakdown chart
- Opportunity scoring from signals: historical win rate, margin by GC, project-type fit, relationship strength, schedule fit, competitor field
- Ranked opportunities shown with a confidence score and supporting reasoning
- Surfaced on the executive dashboard, bid-invite prioritization, and weekly digest
- Won/lost outcomes feed back into the targeting model
